We are looking for a Cost Engineer for our Kingston (ON) facility.

You will co-pilot to the bid manager to ensure focus on the achievement of the financial goals of the various bids targeted by the Systems Division. You will provide all required financial information using the 2.1 costing model tool to prepare for the internal bluebook reviews.

You will also support Project management and Bid management to accurately sustain targeted margins while reducing costs to meet proposal target prices, support bid planning to provide costing assumptions, and ensure that Bombardier accounting guidelines are respected.

You will be the single point of contact for all financial cost issues relating to the specific bid controlled and close monitoring of the internal cost inputs and deliverables

You will also conduct the early evaluation of target pricing and measuring of financial impact of costs with regular follow ups with the bid core team on action plans and proactively follow and challenge the bid consolidated cash flow & gross margins.

In your role as a Cost Engineer, you will:

Ensure that (2.1 cost model) calculations reflect current status of bids;
Input and update reconciliation of calculation in model;
Review and analyze the variances between Target, and Estimated figures and comment on them in price status reports to core team - especially Sales and Systems President;
Make financial situation transparent to the Core Team;
Prepare and present current status and alternative scenarios and reconcile bid related savings activities;
Lead Core Team members in meeting or improving their targets;
Challenge the bid teams to assure a successful bid execution;
Prepare and update reports and presentations in bid management review meetings;
Contribute in Risk & Opportunities discussions and follow up on action plans;
Be responsible for inclusion of costs related to import duties, customs, VAT, or any other related taxes as per interdivisional policies or client requirements;
Hedge activities in cooperation with Treasury (if necessary) (FX Planner);
Include Warranty Provisions as per Group outlines;
Require cost securities by the customer (letter of credit, bank guarantees);
Coordinate commercial affairs of internal partners, i.e. check of inter-company Sales and Purchases;
Provide input parameters for Bid Approval Process and support Blue Book tender activities for variation orders;
Plan resources, man-loading, expats, relocation packages in cooperation with Core Team and HR Business Partner, considering project target costs and legal entity market labor rates;
Control the other direct costs and direct hours;
Quantify impact of change orders (profitability calculation), assess impact on the different cost items in the calculation, (i.e. Bill of material and Engineering hours);
Maintain an appropriate level of free contingencies given the risk provisions assigned to the bid scope;
Keep Systems President and Sales Lead continuously updated on financial situation of bid costs and price;
Support Risk & Opportunities Manager & Project Manager by challenging/assessing project-related exposures/opportunities and follow up on the action plans related to potential cost reductions;
Build and maintain successful cross functional relationships;
Support Bid Manager and Contracts commercial negotiations and preparation of proposal contract terms and conditions;
Ensure appropriate training & development of personnel involved in departmental inputs to bid controlling as required;
Ensure local teams work not only site oriented but on a consolidated project level;
Train Junior Bid Controllers on their daily tasks and support their development.

Qualifications

As our ideal candidate, you possess:

A Bachelors degree in Engineering (Civil, Mechanical, Electrical, Computer science or industrial);
A minimum of 3 to 5 years of engineering experience with exposure to project management;
Excellent English communication skills.
